Brother fails to convince people, because he intrudes into the plot and takes center stage. So now he needs to justify why he's here first, because you can't convince people you fit into the setting when they don't want you to be there. And shoving him into every promotional material is not a justification.

Honestly, Brother should have been the Crying Child/Bite Victim who was put back together as a mashup of parts. I'm aware it was supposed to be the Crying Child/Bite Victim, but the studio decided to give Brother a different identity with a "new backstory."

I think Brother's biggest issue is how EGREGIOUSLY he doesn't fit into FNAF 1 thematically and design-wise. FNAF 1 has the most grounded animatronics, because that's the aesthetic Scott was leaning into after Chipper and Sons got criticized for creepiness. So all the characters lean in on the animatronic angle - they're very much meant to be chuck-e-cheese animatronics that fall into the uncanny valley, where they look human enough that you might think they're alive but never fully accept it as they should be.
